PURPOSE:To improve the transmission efficiency by increasing the block size of a block to be coded for still part of screen, decreasing the size for a part with a rapid change and selecting an optimum among inter-frame prediction, movement compensation prediction and in-frame prediction. CONSTITUTION:An input picture X is given respectively to a movement detection section 11, an average calculation section 13, an inter-frame prediction section 14, a movement compensation prediction section 15 and an in-frame prediction section 16, and a reproduced picture Y is given to a variable delay section 12 and the inter-frame prediction section 14 respectively. A prediction system evaluation section 17 evaluates the prediction errors epsilon(k), epsilon(m), epsilon(n) to be inputted by using a prescribed evaluation function and selects and decides the optimum prediction system as to the block to be coded. A block size evaluation section 20 evaluates a prediction error epsilonL of a large block to be inputted and a mean value epsilonS of a prediction error epsilonS of plural small blocks being the division of the block according to a prescribed evaluation function, evaluates which is the optimum block size according to the property of the coded picture in the two large/small 1 sizes and decides the result. |
