PURPOSE:To improve the profitability and the service of a packet exchange network by improving a packet relaying ability in respective packet exchange. CONSTITUTION:A relay switch 15 is provided in a packet exchange 1 and a path selecting means 100 is provided in the relay switch 15. The path selecting means 100 extracts address information from a frame to arrive from an interoffice trunk line 2, executed a path selecting processing based on the address information without depending on a program control system and the relay switch 15 does not execute a transmission control procedure processing to the frame and executes a transfer to the interoffice trunk line 2 selected by the path selecting means 100. A transmission control procedure processing means 200 executes the transmission control procedure processing in the packet exchange 1 to house a terminal unit 3 on a transmitting side and the packet exchange 1 to house the terminal unit 3 on a receiving side. Thus, the profitability and the serviceability of the packet exchange network are improved.
