PURPOSE:To prevent the adverse effect to be given on the stable operation of the system by instruction packet abort rate measurement from a collection device to a packet processing unit to obtain excellent measuring accuracy. CONSTITUTION:A collecting device 17 instructs the collection of packet abort rate measuring information to transmission packet processing units 13, 14 and the transmission packet processing units 13, 14 issues an instruction of starting the count of received packet number and instructs stopping the count. Then the result of count of real call packets received during this time is set to the transmission packet processing units 16, 15, and the result of count of the number of actual call packets sent from the transmission packet processing units 13, 14 counted and the count result sent from the reception packet processing units 16, 15 are sent to the collection device. Moreover, the packet abort rate is calculated from the result of counting sent from the collection device 17. Thus, excellent measuring accuracy is obtained and the adverse effect to be given on the stable operation of the system is prevented.
