PURPOSE:To obtain the title film having improved moisture-proofing performance and suitable as a coating and sealing material for EL element, electronic parts, etc., by suppressing the flow value of the film below a specific level and raising the crystallinity above a specific level. CONSTITUTION:A block produced by the compression molding of polychlorotrifluoroetylene is slowly cooled to attain a crystallinity of >=50% and shaved in the form of a film to easily obtain the objective tough film having a flow value of <=5X10<-2>cc/sec and high crystallinity and capable of imparting long life to an EL element.
