PURPOSE:To activate a program at high speed and stably by storing a final link image obtained by linking with a system executing environment in a file only for the system and using from an execution start means. CONSTITUTION:On the programs A1-Am, the final link image 2 is formed by linking with the system executing environment to the load module 1a of the programs A1-Am by a final link means 5 and stored in the file 3 only for the system by a storing means 6. Under this state, when the activating request of the program A1 is present the execution start means 7 immediately develops the final link image 2 to a virtual storage 4 to execute the program A1 at high speed. When the final link image 2 is not stored, the final link means 5 starts a call link processing.
