<p>PURPOSE:To enable highly efficient compression, and in addition, to reduce the deterioration of picture quality by encoding predictively the constituting picture element data value of a block according to the degree of the variation of a picture in the block. CONSTITUTION:An NTSC signal from an inputting apparatus 10 is stored digitally in a buffer memory 12. A compressing device 14 reads out stored data from the designated place of the buffer memory 12, and processes picture information for every block, and encodes predictively the constituting picture element data value of the block according to the degree of the variation of the picture in the block. A recording/reproducing device 16 records said compressed data in a recording medium. Besides, the data reproduced by the recording/ reproducing device 16 is restored by a restorating circuit 18, and is supplied to an outputting apparatus 20 by an NTSC system through the buffer memory 12.</p> |
