PROBLEM TO BE SOLVED: To provide an on-vehicle information collection system which can reduce its communication charge. SOLUTION: An on-vehicle information collection system 1 is constituted by including a navigation device 10, a mobile telephone set 12, a communication control part 14, a control part 20, a charge area information memory 16 and a connecting destination information memory 18. The part 20 decides whether a charge area where an own vahicle is running is switched or not based on the own vehicle position data acquired from the device 10, a charge area table stored in the memory 16 and access point data stored in the memory 18 respectively. If the charge area is switched, an access point where the communication charge becomes the cheapest when a line is connected from the switched charge area is selected. Then, the current line under connection is once cut and the line is connected again to the newly selected access point.
