An assembly for opening and shutting a luggage box for a vehicle is provided to employ a luggage cover, the angle of which is adjusted in multiple steps, and to prevent a locking groove supporting a rotation bar of a luggage cover from being exposed. A rotation bar(100) has a base section formed at the side portion of a luggage housing(300) and a front end having a locking protrusion. A locking groove(200) is formed at one side portion of a luggage cover(400) opening/closing the luggage cover to restrict selectively the front end of the rotation bar when the luggage cover is opened. The locking groove includes a locking housing, a locking unit, and an opening clip. The locking groove has a movement space for the front end of the rotation bar. The locking unit is provided at the upper portion thereof with a plurality of locking grooves. The opening clip is elastically formed at the side portion of the locking unit.
