A system for charging a mobile communications rate and a control method having an internal memory which the accumulation usage details are stored are provided to reduce the number of update in reference of accumulation usage details. A charging element extracting unit(110) processes a charge file delivered from an accounting data collecting system(101). A customer is confirmed by each charging data and formulates the standards of charge. An internal memory(114) stores the usage details table and the accumulation usage details table. A charge calculator(116) calculates a charge with reference to charging data and accumulation usage details of the current call.
