PURPOSE:To improve the security of the title device by performing a reception avoiding operation for itself, and disturbing a video signal in a scrambling condition with a terminal, which cannot receive information to permit a reception, when a signal not to permit the reception is supplied from a reception orthorizing information holding means. CONSTITUTION:When a reception orthorizing information holding circuit 18 is not permitted to be received as a piece of reception orthorizing information (a), a reception control signal (b) operates an automatic reception avoiding circuit 20, and avoides the reception. When the reception can be avoided, since a normal randam line address 17a cannot be reproduced, the signal read out from picture memories 13 and 14 is scrambled. To the scrambled signal, an interfering signal from the automatic reception avoiding circuit 20 is added. Consequently, even when the original picture can be easily guessed from the picture, which cannot be normally descrambled, signal contents are completely disturbed due to passing through the automatic reception avoiding circuit 20, and the original picture cannot be guessed completely. |
