摘要 PURPOSE:To accelerate an accident recovery and to alleviate the load of an operator by sequentially retrieving an operation instructing sequence to become able to be transmitted when an accident recovery operation instructing sequence is transmitted, and sequentially transmitting responding state change information while confirming it. CONSTITUTION:When an accident recovery operation instructing sequence formed by an operation instructing sequence forming unit 4 is transmitted from a transmitter 8, a transmitting sequence decision processor 7 first selects an operation instructing sequence able to be transmitted under no condition, and transmits all. Then, the operation instructing sequence which becomes able to be transmitted as a result is retrieved. The sequence is sequentially transmitted while confirming that one end of a switch to be retrieved for the sequence is in a charging state. When operation end information for the transmitted sequence and responding state change information are confirmed by an execution monitor 6, the steps of retrieving, transmitting and confirming are sequentially repeated to end the transmission of all the sequences.
