The invention relates to ureas having a herbicidal and plant growth-regulating action of the formula <IMAGE> (I) in which R1 and R2 each represents, independently of the other, hydrogen, halogen, C1-C6-alkyl C1-C4-haloalkyl, C1-C4-alkoxy, C1-C4-haloalkoxy, C1-C4-alkoxycarbonyl, C1-C4-alkoxy-(C1-C4)-alkyl, nitro or cyano, and R3 and R4 each represents, independently of the other, hydrogen, halogen, cyano, OH, SH, C1-C6-alkyl, C1-C4-haloalkyl, C1-C4-alkoxy, C1-C4-haloalkoxy, C1-C4-alkylthio, C1-C4-haloalkylthio, amino, mono-C1-C4-alkylamino, di-C1-C4-alkylamino, C1-C4-alkoxycarbonyl or C1-C4-alkoxy-(C1-C4)-alkyl, processes and intermediates for the preparation thereof, and herbicidal and plant growth-regulating compositions containing a compound of the formula I.
