PURPOSE:To surely and quickly detect even a fire starting slowly and to prevent a malfunction in case of a temporary or a fire-like phenomenon by estimating the difference between a sampled sensor output level and a prescribed level, comparing with a prescribed estimated value and discriminating when an estimated value reaches a prescribed estimated value. CONSTITUTION:A sampling is executed at each prescribed time interval DELTAt, after a sensor output level SLV exceeds a first prescribed level LV1, the difference of the sensor output level SLV and the prescribed level LV1 is estimated at each prescribed time interval DELTAt. An estimated value SI and a prescribed estimated value are compared, it is discriminated when the estimated value SI reaches the estimated value A and a signal to indicate an abnormality is outputted. Consequently, a fire is detected at the higher action level of a sensor for a fire starting quickly and at the lower level for a fire starting slowly.
