PURPOSE:To enable the high density and stable recording and reproducing by providing an electrostatic eliminating means and/or an electrostatic preventing means on the moving path of an information recording medium. CONSTITUTION:Brushes 40 and 41 are disposed on the surface of an optical card 1 to be in contact with, and the brushes 40 and 41 are connected to an electrical ground formed of an electrically conductive material. Consequently, static electricity generated on the optical card 1 is dropped down to the electrical ground via the brushes 40 and 41 to reduce an electrostatic quantity charged in the optical card 1. For this, a dielectric effect on an actuator in an optical head provided closely to the optical card 1 is prevented so that the actuator can normally be operated. On the other hand, the optical card 1 is prevented from sticking dust, etc., in the air to its surface due to electrostatic attraction by lowering the electrostatic quantity charged in the optical card 1. By this method, the stabilized recording and reproducing can hence be carried out.
