PURPOSE:To enhance a recognition rate by detecting a predetermined region rapidly and accurately even when there are movement and change of a seat, by providing a seat state detection means for detecting the seat state of the crew of a vehicle and a predetermined region altering means for altering the predetermined region selected corresponding to the detection result of the seat state. CONSTITUTION:The image of the driving state of the crew M1 of a vehicle is sensed by a light emitting part and an image detection part and a predetermined region M3 is selected from the sensed image data M2 and the predetermined region of the crew M1 of the vehicle present in the region M3 is detected from the data on the region. The position of the predetermined region M3 in the image data M2 is altered and set by estimating the predetermined region of the crew M1 of the vehicle, pref., the position of the apex nasi thereof from the position or posture of a seat detected by a seat state detection means M4. By this method, the predetermined region in the image data detected by the image detection part in accordance with the position or shape of crew's seat 2 is moved to the part where it is estimated that the head of the driver 1 is present not only to detect the apex nasi but also to confirm the position of an eye and, therefore, accurate detection becomes possible without lowering detection efficiency and, even when the posture and position of the crew's seat 2 is altered and moved to any extent, the position of the eye can be detected rapidly and accurately.
