PURPOSE:To prevent possible unstableness in the fluidity of a two-phase flow in a water/steam generation system even at a low output, by comparing an output set value with a changeover set value of a feed water flow rate to control revolutions of a secondary coolant pump and a nuclear reactor outlet temperature of a primary coolant. CONSTITUTION:After heated with a nuclear reactor 1, a primary coolant exchanges heat with a secondary coolant by an intermediate heat exchanger 3 and steam from a steam generator 5 is sent to a turbine 7 to drive a dynamotor 8. On the other hand, when an output set value signal from an output setter 28 is lower than a changeover set value of a feed water flow rate, a comparator 29 works to halve revolutions of a drive motor 31 of a secondary coolant pump 4. Here, a control target value of the primary coolant temperature at a nuclear reactor outlet as transmitted from a function generator 32 is lowered by steps at revolutions witching points of the secondary coolant pump 4. Regarding a water/steam system, a control target value of the secondary coolant temperature at an outlet of the steam generator as transmitted from a function generator 33 is lowered by steps at revolutions switching points of the secondary coolant pump 4 as done in a primary cooling system.
