PURPOSE:To suppress the generation of a reception infeasible signal by preventing a reception buffer for buffering a speed difference from being filled due to the insufficient capability of the reception processing of a packet received previously, by controlling the transmission speed of the packet corresponding to the packet processing speed of a reception side. CONSTITUTION:A timer 15-j generates time-out interruption to a control part 14 after the lapse of a time set by the control part 14. The control part 14, when receiving the time-out interruption from the timer 15-j, executes a interruption routine, and sets a transmission control flag in a transmission control flag table 16 corresponding to a logic channel #j at a transmission feasibility. Thereby, it is possible to perform the transmission of the next packet relating to the logic channel #j. Since the packet transmitted previously is surely processed at the reception side even when the next packet is transmitted in the above state, it is not possibly generated that the reception buffer for buffering the speed difference of the reception side is filled, thereby, it is possible to suppress the generation of the reception infeasible signal at the reception side.
