PURPOSE:To control the supply of water taken from plural water sources to plural consumers through a pipeline network in optimum state without necessitating manual operation, by using a controller. CONSTITUTION:The objective irrigation facility takes water from plural water sources 1, 3 with pump stations 2, 4 and distributes to plural consumers through a pipeline network 5. The present necessary water flow rate is estimated from the data of past water flow rate by a water flow rate estimation operator 11 and the preferential order of the water sources is determined by a preferential order determination part 12 from the required water flow rate and the present states of the water sources and pump stations. The pump station to be operated is determined by an operating pump station determination part 13 according to the obtained preferential order and the necessary water flow rate. The target value of the discharge pressure of the pump is calculated in a target pressure level calculation part 14 based on the data of the pump station to be operated and the necessary water flow rate. The pump of the pump station is controlled by a pump controlling means 15 to keep the discharge pressure of the pump to the target pressure level.
