PURPOSE:To enable quick heating or cooling of a culture bed for raising of seedling, by filling a space under a raising box with a liquid having low specific heat, e.g. ethylene glycol and heating the liquid with a heater. CONSTITUTION:A liquid 20 having low specific heat, e.g. ethylene glycol is filled in the lower space 16 of a raising box or in a circulation pipe placed in the lower space and is heated by electrifying an electric heater 22. A culture bed 12 for raising seedling is heated to the optimum temperature through the bottom plate of the raising box 10 to enable direct heating of the seed or root from inside. Since a liquid having low specific heat is rapidly heated and cooled, the temperature of the culture bed 12 of the raising box can be delicately controlled.
