PURPOSE:To contrive the improvement of the transmission efficiency of a transmission packet by deciding a time length of inter-frame spacing by means of a random process when a signal on a medium is lost in terms of probability. CONSTITUTION:The state of a signal on a transmission medium is monitored by a medium signal monitor 31 and the time length of the inter-frame spacing is decided as probability by a random time generator 33 and after the inter- frame spacing is applied further, the signal on the medium is monitored again. Since each equipment having a transmission request of the frame decides the inter-frame spacing at random, it is possible to avoid the coincidence of the timing of the next transmission start. Moreover, the equipment starting its transmission later monitors the state of the signal on the medium again prior to the transmission, thereby avoiding collision of frames.
