PURPOSE:To easily remove the effect of a noise, etc. by the vibration without having the effect on a picture image signal by multiplying in integral number the vibrations corresponding to the horizontal scanning lines of a TV by the vibrations in a vibration transfer. CONSTITUTION:In order to transfer a tape by ultrasonic vibration a one direction progressing surface wave is generated on the surface of a vibration body by utilizing the principle of an ultrasonic motor and the tape is transferred by press-fitting it on the surface thereof and the number of vibrations at that time is taken as the integral number times the number of vibrations corresponding to the number of horizontal scanning lines of TV of the object of the recording and reproducing device of VTR, etc. equipped with the tape traveling system thereof. The picture plane of high picture quality having no flicker nor noise at all caused by the vibration for the vibration transfer can be obtd. by removing the noise with the filter having such number of vibrations.
