PURPOSE:To attain the automation and unmanned operation of work by successively adding offset variables in the Z direction to digitizing data in a rough cutting work area, and when the offset value in the Z direction exceeds the rough cutting work area, outputting a command for increasing a tool feed rate from an NC program. CONSTITUTION:A tracer head 2 is abutted upon the surface of a model 1 consisting of a work in which a prism-lie block is embedded and the scanning of the head 2 is controlled by a surface scanning control part 12 connected to a scanning area setting part 12. An output from the head 2 is stored in a storage part 15 through a current value/displacing variable input part 13 and a digitizing data generating part 14 and inputted to a rough cutting program control part 17 connected to a Z-direction offset control part 16 and an air cut control part 19 and then the program from the control part 17 is outputted to a floppy disk 3 through an output part 18 to control the offset variable and the tool feed rate.
