PURPOSE:To arrange symbols so as to be easily seen without damaging the image of an original diagram by providing a reference symbol selection part, a column decision part, a row decision part, a reference symbol arrangement part and other symbol arrangement part. CONSTITUTION:The reference symbol selection part 2 selects the symbols of specified kinds which are the reference of arrangement from symbol data 1 as reference symbols, and outputs them to the column decision part 3 and the row decision part 4. The decision parts 3 and 4 decide the column and the row to be arranged with respect to respective reference symbols among respective columns and respective rows being divided widths, which have been respectively divided in a prescribed width in the vertical direction and in the horizontal direction of a graphic element connecting diagram. The reference symbol arrangement part 5 decides the arrangement positions of the reference symbols, and the other symbol arrangement part 6 decides the arrangement positions of the other symbols between the reference symbols based on data on the other symbols excepting the reference symbols among data 1. Thus, the whole diagram can be systematically arranged in order and the symbols are arranged to be seen easily.
