PURPOSE:To maintain stable water-holding property for a long period so as to obtain good electric conductivity owing to rain water etc. for the grounding unit in the caption by providing cell concrete underground in contact with an electrically conductive member. CONSTITUTION:The grounding unit in the caption comprises an electrically conductive member 3 and alkaline cell concrete 4 provided underground in contact with the electrically conductive member 3. The method for manufacturing this unit is to form a pit on the ground in which a part of the electrically conductive member 3 is housed and foaming is applied in contact with the electrically conductive member 3 housed in the pit. Or foamed cell concrete 4 in its flowing state is poured in the pit to be solidified and buried. The cell concrete 4 absorbs rain water and holds it in the foams of the cell concrete 4. Thereby, this cell concrete possesses good electric conductivity all the time in this way and its surface is formed wide so that electric conductivity between this conductive member and the ground can be remarkably and constantly enhanced.
