PURPOSE:To reproduce a picture with high quality and high definition at all times by detecting a non-edge part or an edge part of a picture from picture data, applying dot processing to the non-edge part and binarizing the result. CONSTITUTION:An edge detection circuit 14 outputs '1' when an edge exists and '0' when no edge exists as a signal 200. The signal 200 is inputted to a selector 15, and when the signal 200 is '0', the signal 100 inputted to the selector 15 is used as the signal 300 and transferred to a pre-processing circuit 16 by each block. Then pseudo dot is formed at uniform density part of the picture decided not to be at the edge part. The data 500 outputted from the pre-processing circuit 16 is inputted to a memory 17, data 600 read in the unit of picture elements enters the binarizing circuit 18, where binarization is applied. Since the pseudo dot is formed before binarization, the specific pattern generated in binarizing the signal by the error diffusion method is reduced.
