PURPOSE:To reduce call loss and to reduce reactive load on an outgoing relay exchange station, by supervising the arrival time of connection permission information by an outgoing station after sending selective information to an incoming station, and deciding the feasibility of bypassing based on the length of the above arrival time. CONSTITUTION:The outgoing relay exchange station 1 decides to perform a processing of route bypassing or the said call as the call loss by designating it as an incomplete call by separating a period from a time t0 when an intermediate relay exchange station 3-1 performs start up of succeeding order to a time t1 when an incoming relay exchange station 2 performs the start up of succeeding order, and the period after the time t1, respectively, and supervising a busy flash signal (BF). In such a way, the processing of route bypassing is increased a little, and load on the outgoing relay exchange station is increased a little, however, forward-transfer is reduced, which reduces the load on the outgoing relay exchange station. Also, it is possible to reduce the concentration of the call on a specific intermediate relay exchange station.
