PURPOSE:To reduce the electric power consumed by a motor and to miniaturize the device by having the means accumulating the kinetic energy to be consumed at the time when a mounting base is subjected to speed reduction, and subjecting the mounting base to speed reduction/acceleration by the accumulation/release of the kinetic energy. CONSTITUTION:When a motor 31 is rotated, a shuttle 11 is moved in A' direction at a fixed speed and a douser 35' intercepts a photocoupler 36', a signal is transmitted to the motor 31, which reduces its speed. At this time a spring 38' is shrunk by being pressed by the projecting part 12' of the shuttle 11 and the force pressing the shuttle 11 in an A direction acts. The speed in A' direction of the shuttle 11 is stopped by being reduced earlier compared to the case of having no spring 38' by this force and the speed reducing force of the motor 31. At the time the spring 38' is in a shrunk state, so the force to push back to shuttle 11 to the A direction is acted and the shuttle 11 is acceralated by moving in the A direction. The motor 31 is accelerated as well in the direction pushing to the A direction and the acceleration of the shuttle 11 is thus quickened by both of the resiliency of the spring 38' and the torque of the motor 31.
