<p>PURPOSE:To collect fair royalties by prohibiting a recording when the remaining frequency read from a frequency medium is not larger than the frequency necessary to the recording by a prescribed quantity. CONSTITUTION:When a synchronizing signal is detected by a synchronizing signal detecting circuit 81 from a recording block input signal 80, a counter 83 is reset and the counter 83 counts the prescribed number of clocks, a mono- multi 84 is triggered and an AND gate 85 is opened. The frequency necessary to the recording in the signal 80 is supplied through the gate 85 to a recording control microcomputer 86, and the microcomputer 86 compares it with the remaining frequency recorded in a recording card 88 of a frequency recording medium renewed in accordance with the dubbing recording execution read by a card processing device 87. As the result, when the remaining frequency is not larger than the frequency necessary to the recording by the prescribed quantity or above, the input to a recording means 91 of a signal from a recording switch 89 is disconnected and the dubbing recording of the block is prohibited. Thus, the fair royalties can be collected only from the user having a royalties payment obligation.</p> |
