PURPOSE:To reliably recover leak electrolyte, by a method wherein a gutter is situated to the lower part of an on-off door, openably mounted to an opening by means of a hinge, or the opening. CONSTITUTION:A treating tank 14 is formed in a boxform manner with left and right side plates 14a and 14b, a back plate 14c, a bottom plate 14d, an upper surface plate 14e, an upper cover 14f, and the on-off door 13 to close an opening part 21 formed in the front of the treating tank 14 is mounted to the right side plate 14b by means of hinges 22. A gutter 30 is disposed to the lower end of the opening part 21 of the treating tank 14, and a discharge hose 35 having an on-off cock 34 is coupled to the under surface of the right side end part of the gutter 30,and a hose 37 is coupled in a position slightly higher than the water level of water 33 to the left end part thereof. The hoses 35 and 37 are coupled to a tank disposed below an electrochemical device.
