PURPOSE:To use an IC cart at high speed under an enhanced security by collating, retrieving and changing the data of an IC card and the data of a attachable/detachable memory through an IC card using device. CONSTITUTION:When the attachable/detachable memory 3 is inserted into the IC card using device 2, an using program is loaded and when a personal identification number is inputted by the use of a personal identification number input device 6, the number inputted in the IC card using device 2 remains as it is or is converted to the personal identification number to be transferred to the IC card 1. The personal identification number is collated in the IC card 1, and when it is proper, the data is returned. On using data required by a user, an using data key 7a-1 is read from the attachable/detachable memory 3 and from also the IC card 1, collated with a user data key collation module 4 and a service is started. At the time of having some data keys 7a-1-7c-1 in the IC card 1 side, the key is retrieved in an using data key retrieving module 5.
