PURPOSE:To reduce the load on a monitoring person by providing an upper-limit inspecting means which checks whether or not a measured value is within a predetermined range at each predetermined time. CONSTITUTION:Plural detectors 5 are installed in a duct where fluid flows to measure the flow rate of the fluid and output measured values to branch offices 3 and 4. They are sent to duct abnormality detectors 2 at the branch offices 3 and 4, the devices 2 calculate flow rate variation rats at predetermined time intervals from an equation I and upper-lower inspecting means check whether or not the measured values are within predetermined ranges at predetermined time intervals. When it is judged that a measured value is not within its range, the duct abnormality lamp 1a of a display device 1 is blinked. Further, when said judgement is made three times continuously and variation rate abnormality is detected once during the period, the monitoring person in the corresponding branch office is informed of that through a lamp or buzzer.
