PURPOSE:To improve the S/N of a video signal and to obtain a picture with high resolution by clamping a feed through period of an output signal from a solid-state image pickup element and extracting only the effective signal portion. CONSTITUTION:A video signal from a solid-state image pickup element 11 is inputted to a clamp circuit 12 and part of the feed through period is clamped by a clamp pulse CP and subjected to DC recovery at a prescribed voltage. The DC recovery signal from the clamp circuit 12 is given to an extraction circuit 13 and only a requested color signal is extracted. The color signal extracted is outputted via amplifiers 14G, 14R, 14B, low pass filters 15G, 15R, 15B, a processing circuit 20 and an encoder 21.
