PURPOSE:To prevent seizure between the forward part end face of a rod-like material and a stopper so as to enhance the accuracy of cutting by inserting the forward part of the rod-like material into the inside of a movable blade to make the stopper abut against the forward end of the forward part of the rod-like material so that the stopper is moved integrally with the movable blade. CONSTITUTION:When a slide 7 stops at its top dead center, a round rod 11 is inserted in a hole 2a in a stationary blade 2 while its forward part 11A is inserted in a hole 4A in a movable blade 4 so that a stopper 19 abuts against the end face of the forward part 11A, thereby the setting of the round-rod 11 is completed. Then, a punch 8 is lowered together with the slide, the movable blade 4 and a movable blade holding member 5 are pressed down by the descending force of the punch 8 so that the forward part 11a is cut off by shearing force between the stationary blade 2 and the movable blade 4. When the movable blade 4 is moved, the movable blade holding member 5, a guide body 14 and a stopper holding member 20 are moved integrally with the movable blade 4. After cutting, the movement of the stopper 19 is inhibited so that the forward part 11A is separated from the stopper 19, thereby it is possible to discharge the forward part 11A.
