PURPOSE:To make it possible to smoothly perform the tap changing without stopping the supply to a load by opening the open-circuit switch connected in series to a reactor at the time of tap changing, thereby reducing the current flowing in a no-voltage tap changer. CONSTITUTION:A reactor 12 is connected to the other end of an open-circuit switch 11 as a first switch, and its plural taps 13 constitute a no-voltage tap- changing device 15 together with a tap changing contact 14, thereby constituting a series circuit 10. Also the tap changing contact 14 is connected to a load 17 such as an electric furnace via a lead section 16, and between the load side one end of this lead section 16 and the power supply side one end of the open- circuit switch 11, a short-circuit switch 18 as a second switch is connected in parallel with the series circuit 10. With this, the change-over of the tap can be smoothly performed without stopping the power supply to the load.
