PURPOSE:To avoid deterioration in reading performance of an optical character recognizer by converting successively format information in response to the segmentation of characters and recognizing characters. CONSTITUTION:A selecting part 2 selects the reverse and forward segmentations in response to the input of an input signal 101 and based on the data 111 given from a memory 11 and delivers a control signal 201. A format converting part 4 converts reversely the format information on the memory 11 and outputs the format information converted in response to the number of segmented characters of a signal 301 as data 401 and 402 in case the signal 201 selects the reverse segmentation. Therefore, alphabet letters and numeric characters can be recognized by a character recognizing part 5 based on the data 302 given from a forward/reverse character segmenting part 3.
