PURPOSE:To decrease the data loss by transferring a data file to a communication line in real time for each transfer block of the communication line while the data file being stored on a disk repetitively. CONSTITUTION:The collection processing 1 of data D3, D4, D5 is started respectively at times t6, t7, t8. The storage processing 2 is executed to a charging disk 5 of each data from times t7, t8, t9. Since no idle time exists in an electronic exchange 4, no transfer processing 3 is applied to a charging computer 7. The idle time of the exchange 4 is started at a time t10 and since the time is short, only the data D3 is transferred. During this time, the data D6 being the succeeding data is collected simultaneously, the processing of the disk 5 is applied from a time t11 and data starting from the data D4 stored previously are transferred sequentially to the computer 7 by utilizing the idle time started from a time t12. Thus, the data loss is reduced.
