PURPOSE:To allow advance with a certain optimum angle at all times and avoid contact with other leads by inserting an inclined cutter unit on a cutter table mounted on a moving unit, wherein the cutter unit can move fore and aft, and arranging a cutter at the tip. CONSTITUTION:A printed circuit board 2 is arranged with leads 3a of electronic parts 3 situated below, and a cutter unit 10 is moved to cut a lead 3a. When teeth of the cutter unit 10 can not move from one side to a desired position because of the piece of electronic parts 3 on the printed circuit board 2, the cutter unit 10 is retracted, and a cutter table 7 is rotated a certain angle. At this time, the arrangement is such that the teeth of cutter unit 10 attain the intersection of the extension line of cutter unit 10 with the axis of the cutter table 7. Whichever direction the cutter unit 10 is oriented, the lead 3a can be cut with a certain length of protrusion left on the circuit board 2.
