PURPOSE:To obtain sterilized water at low cost, by introducing water into an electrolytic cell having an anode and a cathode to apply voltage to said cell and adding an org. compound having a resonance structure to said water. CONSTITUTION:Water such as tap water is introduced into electrolytic cell 4 through an introducing pipe 5 and DC voltage is preliminarily applied between an anode 8 and the peripheral wall 2 forming an electrode of the cell 4. The water receives electrolytic action to form ions such as hydroxyl ions and hydrogen ions. The water passed through the electrolytic cell 4 flows out from a take-out pipe 10. The org. compound of a storage tank 13 or the aqueous solution 4 thereof is added to the water flowing through the take-out pipe 10 by a pump 12 through a pipe 11. As the org. compound, a carboxylic acid, amino acid or amine type compound is used and added in an amount of 200-100,000ppm. By this method, good sterilizing effect is obtained.
