PURPOSE:To improve the security of the recorded information and also to record a large quantity of information by recording an information main body part to an information recording medium of an IC card and writing the security information into a semiconductor memory of the IC card to read the information out of said information main body part. CONSTITUTION:When the information is recorded to an IC card 1, the card 1 is set at an interface device 5 and an information main body part is recorded to an information recording medium 4 via a 1st read/write means 7. At the same time, the security information is written into a semiconductor memory 3 via a 2nd read/write means 6. When the information is read out of the card 1, the card 1 is also set at the device 5 and the security information is read out of the memory 3 via the means 6. Based on this read-out information, the information main body part is read out of the medium 4 and decoded by the means 7. Thus it is possible to improve the security of the recorded information and furthermore to record a large quantity of information.
