Further, a calculator 4 for previously estimating the water level of a water pool at the time point when the estimated inflow quantity and the estimated effluence quantity are balanced by adjusting the nozzle opening degree on the basis of the actual water level Ha and each nozzle opening degree N1-N4 and a selecting processing device 7 which judges the time point for selecting two nozzle operation and four nozzle operation and outputs a necessary signal for the transition balance operation are provided.
