PURPOSE:To surely discriminate an ID card by dividing the overall reception range of a receiver into individual ranges and providing a photodetector for each of these ranges. CONSTITUTION:A condenser lens 10 is provided in the front of a fixed receiver, and photodetectors 11-13 are arranged at the rear of the condenser lens 10. Photodetectors 11-13 receive infrared signals from individual ranges 21-23. Individual ranges 21-23 form an overall reception range 20. When a person who carries an ID card enters into the overall reception range 20, photodetectors corresponding to individual ranges output light reception signals and signal processing parts 14-16 are operated in accordance with the optical signal issued from the ID card to confirm said light reception signals. A related device 18 is operated to record door unlocking, pedestrian identification, or the like in accordance with judgement of signal processing parts 14-16.
