PURPOSE:To ensure the stable bumpless processing with a process controller by adding a means to a suppressing means to operate a secondary control means when the switching actions are carried out based on each response characteristics of an inverter when this inverter has a trouble and is reset respectively. CONSTITUTION:A means is added to a suppressing means (pump 2) to operate the secondary control means (valve 3) when the switching actions are carried out based on each response characteristics of an inverter 6 when this inverter has a trouble and is reset. In other words, the control is switched to the means 3 when the inverter 6 has a trouble and the control is impossible with the means 2. In this switching state the controlled variable has a sudden change. Therefore the means 3 is operated in a switching state based on each response characteristics of the inverter 6 when this inverter has a trouble and is recovered. Thus the stable control is ensured with a process controller without producing a sudden change of the controlled variable.
