PURPOSE:To eliminate the need for sending periodically a state communication packet by supervising a cause of disconnection included in a call disconnection packet sent from other nodes in each node. CONSTITUTION:Packet exchanges 1, 2, 3, 4 always monitor the cause of disconnection included in a restoration request (CQ) and a disconnection instruction (CI) packet received with respect to a call request (CR) packet sent from its own node, counts the occurrece in a reception circuit within a prescribed time, respectively when the cause of disconnection is due to congested relay line or node failure, and stores and displays the value in a corresponding area of a congestion and fault memory 40 provided by nodes when the count exceeds a prescribed respectively. The congestion memory and fault memory are referenced at each packet sending request to regulate the transmission. Thus, the state of each mode is supervises without using a special packet such as a state notice packet.
