PURPOSE:To optimal hold a disturbance suppressing characteristic, to improve a target follow-up characteristic and to sufficiently suppress the oscillation of a controlled variable by selecting and combining a feed-back control and a feed forward control in accordance with the change of a target value. CONSTITUTION:Respective control outputs of a feed-back control means 10 and a feed forward control means 20 are selected and used based on the size of the change of a target value SV by an output switching means 30 and sent to a controlled system 1. In this case, when the value SV is changed in a positive direction and the output of an incomplete differential operation exceeds the setting positive level of a discriminating means 32, an (a) terminal is selected by a selecting means 33 and a feed forward control is executed, and thereafter, when the output is the setting positive level or below, a terminal (b) is selected, and a feedback control is executed. Next, when the value SV is changed in a negative direction, respective controls are executed based on the setting negative level.
