PURPOSE:To attain smooth operation of an exchange network by allowing a preceding exchange to change the order of selection of outgoing relay line group to a relay line exchange in receiving an alarm given from the relay line exchange so as to avoid abnormal congestion of the outgoing relay line group of the relay line exchange in advance. CONSTITUTION:The maintenance personnel of the relay line exchange 20 uses a WS 25 to input a line efficiency being the management level of outgoing trunk groups OGT 23, 24 and stores it in a main storage device MM 27. A central controller CC 26 confirms the line efficiency of the OGTs 23, 24 periodically and starts a data transfer device TC 28 immediately when the line efficiency of the OGT 23 is increased more than the management level, a data transfer device TC 28 immediately and an alarm is sent to a call via the OGT 23 to the TC 16 of an outgoing exchange 10 so as to connect the call to a by pass circuit. When the line efficiency of the OGT 23 is lower than the management level, alarm release information is sent from the relay line exchange 20 to the outgoing exchange 10 through the same path as the alarm.
