PURPOSE:To exclude an illegal user of a computer network (NET) by reading out a secret code (CODX) from a storing circuit (MEMO) of a terminal equipment (TE), and executing to specifying the TE. CONSTITUTION:(A) calls a contract use telephone number of (B) which is announced officially, by a TE which (A) uses, first of all. (B) who received a call of (A) receives a telephone number of the TE used by (A), and necessary personal information related to (A), writes a CODX to an MEMO consisting of a storage control circuit 6 of the TE used by (A), and a storage element 5, and intermits communication by disconnecting temporarily a telephone. Subsequently, after a suitable time is elapsed, (B) calls the telephone number of the TE used by (B) and reads out the CODX. As a result, only when a necessary procedure by a communication control circuit 3 of the TE, the CODX, the telephone number and the personal information are normal, (B) concludes at NET service utilization contract with (A), informs a telephone number for utilizing an NET service, to (A), and starts the NET service. In such a way, exclusion of an illegal user can be executed.
