PURPOSE:To prevent all terminal equipments from being down by monitoring the request from a terminal equipment by a timer in a terminal controller and sending a reset command to all terminal equipments from the terminal controller at the time of detecting that the request is outputted over a certain time. CONSTITUTION:When a terminal controller TC 1 receives a transmission request signal RS from one of terminal equipments 2-1, 2-2..., a monitor timer 3 is operated. The output time of the transmission request signal RS is limited when the terminal equipment is normal, but the reset command is sent to all terminal equipments 2-1, 2-2... from the TC 1 if the transmission request signal RS is outputted over the time monitored by monitor timer 3. Consequently, even if the terminal equipment continues to output the transmission request signal RS for a long time because of malfunction, it is forcibly turned on. Thus, the other normal terminal equipments can perform the transmission request operation.
