PURPOSE:To obtain a high compressing ratio by designating and encoding the encoding line data to an one-dimensional encoding and a two-dimensional encoding with the result to compare and collate the encoding line data of an image signal to encode with referring line data stored earlier. CONSTITUTION:A first changing point position a1 of encoding line data 11 and a first changing position b1 of referring line data 12 stored in a referring line register 6 are compared, and at the time of coincidence, an encoding designating signal to instruct an MR encoding is outputted and at the time of noncoincidence, the encoding designating signal to instruct the MH encoding is outputted by a comparing part 7. When the data of the referring line data 11 and the encoding line data 12 are noncoincidence the referring line register 6 receives the data inputted to an MH encoding circuit 5 and re-writes the referring line data. The output encoded by an MR encoding circuit 4 or the MH encoding circuit 5 is modulated by a modulator 8 and outputted.
