PURPOSE:To obtain a high productivity and excellent cooling characteristics for the title cooling panel by a method wherein the side of a curved line part is welded before a curvature process is performed, and a straight line part is welded after the curvature process has been conducted. CONSTITUTION:On the circumferential part of the panel board 4 astriding a belt-shaped spacer 8, the side 4a which becomes a circular arc-shaped curved line part when a curvature process is performed, is sealed by performing TIG welding. In this case, however, the going-in, and coming-out part 9 of refrigerant is not welded. Then, a curvature process is performed, and a roll bending is used in general as a curvature processing method. However, the prescribed curvature is formed bit by bit in this instance. Subsequently, the side 4b of the straight line part, which is not curvature- processed and had not been welded before the curvature process is performed, is TIG- welded while it is being pinched by a clamp. Lastly, the header pipe 13 to be used for connection with an external piping is attached to the refrigerant going-in and coming-out part 9 by welding. As a result, a constraint jig having various kinds of curvatures is unnecessitated, the irregularity on the panel board 4 which narrowers the passage of refrigerant is reduced, and the cooling panel having excellent productivity and cooling characteristics can be obtained.
