PURPOSE:To output reproduced Y signal and C signal without adding and to reproduce and display a color picture having no cross color or a dot interference by introducing a YC separating circuit using a frame memory to the YC separating circuit at the time of recording. CONSTITUTION:A composite color TV signal from an input terminal 1 is inputted to the YC separating circuit 2 between frames of a video signal recording and reproducing device and the frame memory 8 is used to separate the TV signal to a luminance signal Y and a carrier chrominance signal C. The separated Y signal and the C signal are respectively inputted to the recording and reproducing device 5 from input terminals 3, 4, recorded on a recording medium such as a magnetic tape and the Y signal and the C signal are outputted to output terminals 6, 7. The TV signal is inputted to the memory 8 of the saparating circuit 2 to take a difference between the frames in a subtraction circuit 9 and the C signal is outputted to the terminal 4 via a coefficient circuit 10, a band pass circuit 11. An input signal is delayed in a delay circuit 12, the C signal is subtracted in an adder/subtracter circuit 13 and the Y signal is outputted to the terminal 3.
